A local authority in Essex is seeking a Housing Options Manager for a 3-6 month temporary basis, Full Time. They are paying £500.00 per day (umbrella). Please see the role details below:

Role Overview
The successful candidate will provide professional management, leadership and guidance to the Housing options service, ensuring the necessary service standards and performance outputs in accordance with the regulatory and statutory requirements associated with the services are maintained. Further ensure all budgetary, procurement, and legal responsibilities are exercised in accordance with approved policy and financial regulations, and that the necessary support and guidance is given to the Head of Strategic Housing Services in a timely manner and as directed.
Key responsibilities:
- To direct the Council’s statutory homelessness housing advice duties allocations and registration process ensuring that current legislation and Council policy are adhered to and the service is accessible to all communities
- To lead the development and implementation of the Council’s Homelessness and associated Strategies fostering collaboration with internal and external partners to achieve this and to translate strategy into action
- To support the Head of Strategic Housing in the reporting of policy proposals through the Council’s democratic processes, preparing reports to the Cabinet and other Member committees and groups, attending meetings to present as required or directed
- To provide, as the Council’s lead professional, expert advice to senior managers and Members on homelessness, housing option services and related matters Ensure Member and MP enquiries and formal complaints in relation to the service are promptly and fully investigated and responded to in accordance with the necessary performance and timelines requirements
- Represent the Council on external groups as directed and in liaison with other authorities, health and social care agencies, housing associations, voluntary organisations and the private sector
- Ensure productive joint working partnerships with health, social care and other statutory and voluntary agencies through the development of effective joint protocols, service level agreements and other partnership arrangements
- Proactively seek opportunities to secure external funding through Government grant and other sources to develop and implement initiatives to reduce homelessness applications and the number of households in temporary
Key skills/experience required:
- Extensive experience managing or leading a statutory Housing Options or Homelessness service within a UK Local Authority setting.
- Expert, up-to-date knowledge of UK housing law, the Homelessness Code of Guidance, and relevant case law (e.g., vulnerability and affordability metrics).
- Proven experience managing high-pressure capital budgets and commissioning external accommodation providers.
- Hold a CIH Level 5 in Housing (or be prepared to study for)
- Exceptional communication skills, with the ability to remain calm, authoritative, and non-partisan under political or judicial scrutiny.
- A leadership style rooted in kindness, collaboration, capable of fostering emotional resilience and high performance within a demanding work environment.
