Location: East London
Rate: £60 per hour
Purpose of the Role
- Improve the quality, safety, and choice of residential accommodation through professional interventions to regulate the private rented sector.
- Ensure all privately rented properties meet correct standards and provide safe accommodation.
- Carry out enforcement action, prepare legal case files, provide evidence in court, and attend to obtain warrants as required.
Key Responsibilities
- Deliver Private Sector Housing and Licensing Services in line with relevant legislation, case law, and departmental procedures.
- Manage a varied case workload, including complaints of disrepair, illegal eviction, harassment, unlicensed properties, and other housing matters.
- Inspect properties using HHSRS and draft enforcement notices where required.
- Take legal action, prepare court prosecution files, and attend court or Upper Tier Tribunal as the council’s professional witness.
- Collaborate with internal teams and external agencies, ensuring compliance audits and enforcement activities meet legislative standards.
- Promote community development, provide advice to landlords and stakeholders, and support landlord forums.
- Respond to a wide range of issues, taking ownership of casework and ensuring timely, compliant resolution.
- Participate in projects to improve service delivery and provide guidance to colleagues on complex cases.
- Identify and address safeguarding issues, ensuring appropriate support and referrals.
Essential Requirements
Education & Qualifications
- HHSRS qualification is required.
- Evidence of continuing professional development.
Knowledge, Skills & Experience
- Experience applying and enforcing relevant housing legislation and statutory instruments.
- Ability to interpret and resolve legal/operational matters effectively.
- Commitment to service improvement and customer-focused outcomes.
- Experience influencing stakeholders and working collaboratively within a team.
- Competent verbal and written communication skills for diverse audiences.
- Car driving is essential.
