About the Role

We are seeking an experienced Building Control Manager to lead a high-performing Building Control service. You’ll be responsible for ensuring full regulatory compliance, driving service improvement, managing staff, delivering KPIs, and acting as the primary liaison with the Building Safety Regulator. This is a strategic leadership role that shapes the quality, safety, and performance of the built environment across the district.


What You’ll Be Doing

  • Providing strategic leadership, ensuring compliance with Building Regulations, the Building Safety Act, OSRs, and Council standards.

  • Managing, developing, and supporting a multi-disciplinary Building Control team.

  • Overseeing the Quality Management System (ISO 9001) and embedding continuous improvement.

  • Acting as lead contact for the Building Safety Regulator and ensuring key performance targets are met.

  • Managing resources, budgets, and staff to ensure a high-quality, financially efficient service.

  • Leading on complex or high-risk cases, offering expert technical advice to senior leadership and stakeholders.

  • Managing risks—including dangerous structures, enforcement cases, and non-conformance matters.

  • Driving commercial growth, building partnerships, and fostering strong relationships with developers and external bodies.

  • Ensuring excellent customer service and resolving complex queries professionally.

  • Promoting and enforcing health & safety across all Building Control operations.


What We’re Looking For

Essential:

  • Registered Building Inspector (BSR) status.

  • Strong leadership and staff management experience.

  • Proven success delivering compliance, service improvements, and performance targets.

  • Deep understanding of Building Regulations, the Building Safety Act, and dangerous structures legislation.

  • At least 5 years of Building Control experience, including complex cases.

Desirable:

  • Membership of RICS, CABE, CIOB, or relevant professional body.

  • LABC Level 6 competency certification.

  • Experience leading organisational improvements or cross-authority collaborations.


Skills You’ll Need

  • Advanced ability to interpret complex plans, codes, and technical reports.

  • Strong expertise in structural mechanics, fire engineering, acoustics, and sustainability.

  • Excellent judgement in risk management, enforcement, and compliance decisions.

  • High-level communication, negotiation, and stakeholder-influence skills.

  • Ability to manage budgets, resources, and staff performance.

  • Strong project management ability with a methodical, analytical problem-solving style.

  • Proficiency with Microsoft 365 and Building Control systems (Civica, Uniform, Tascomi, Arcus, Assure).

  • Understanding of health & safety legislation and data protection principles.
