Buckingham Futures is working with a Local Authority in the East of England as they are hiring for a Principal Building Control Surveyor.

Role Overview

The Principal Building Control Surveyor is a senior professional role responsible for leading and delivering the council’s building control function. The post holder ensures compliance with the Building Regulations, Building Act 1984, and associated legislation, while operating in a competitive market and supporting service performance, quality, and customer satisfaction.

Key Responsibilities

  • Lead and supervise a team of Building Control Surveyors, providing mentoring, guidance, and technical oversight

  • Manage and take the lead on major, complex, and high-risk building control projects

  • Assess deposited plans and carry out statutory site inspections to ensure regulatory compliance

  • Initiate, lead, and support enforcement action, including acting as an expert witness in legal proceedings

  • Lead investigations into dangerous structures, demolitions, unauthorised works, and contraventions

  • Make immediate and authoritative decisions during dangerous structure call-outs, including out-of-hours incidents

  • Provide professional advice to support major corporate and infrastructure projects

  • Respond to appeals and provide evidence-based technical justifications

  • Liaise with emergency services, contractors, stakeholders, and internal teams to protect public safety

  • Support service delivery, performance culture, and continuous improvement across the department

Working Context

  • Senior leadership role within the Building Control service

  • Requires registration (or progression toward advanced classes) with the Building Safety Regulator

  • Operates with a high level of autonomy and technical authority

  • Includes site-based work, emergency response, and flexible/out-of-hours working

Skills, Knowledge & Experience

  • Extensive experience across domestic, non-domestic, complex, and high-risk building projects

  • Strong leadership, supervision, and mentoring capability

  • Expert knowledge of Building Regulations, construction methods, and enforcement processes

  • Ability to manage multiple complex projects and tight deadlines

  • Excellent communication skills, including influencing senior stakeholders and external partners

Qualifications & Requirements

  • Degree-level qualification in Building Control, Building Surveying, or related discipline

  • Corporate membership of a relevant professional body (e.g. RICS, CABE)

  • Registered (or working towards advanced registration) with the Building Safety Regulator

  • Commitment to professional standards, Code of Conduct, and continuous development

To provide senior technical leadership and enforcement expertise within Building Control, ensuring public safety, legal compliance, and high-quality service delivery while supporting the council’s strategic and operational objectives.
