Private Sector Housing Team Leader – Damp and Mould
Overview:
Buckingham Futures is seeking a highly experienced and professional Private Sector Housing Team Leader for our Local Authority client in West London to lead a specialist team focused on addressing damp and mould issues within the borough’s private housing stock.
This critical role is responsible for ensuring compliance with housing legislation and maintaining the health and safety of residents through targeted inspections, enforcement, and strategic oversight of damp and mould cases.
Key Responsibilities:
- Provide effective day-to-day management and supervision of a team of housing enforcement officers dealing with damp and mould complaints.
- Oversee inspections, investigations, and enforcement actions under the Housing Act 2004, particularly using the Housing Health and Safety Rating System (HHSRS).
- Coordinate responses to complex cases, ensuring timely, proportionate, and consistent enforcement activity.
- Lead the development and implementation of strategies to reduce damp and mould in private rented properties, in line with current legislation and council policy.
- Ensure accurate record-keeping, reporting, and performance monitoring across the team.
- Provide expert advice and guidance to officers, colleagues, landlords, and tenants on legal duties and best practices.
- Liaise with legal services, health professionals, social care teams, and external agencies to support vulnerable residents and resolve high-risk housing issues.
- Represent the council at court hearings, tribunals, and formal meetings where required.
Requirements:
- Proven experience managing or supervising a housing enforcement or environmental health team
- Extensive working knowledge of the Housing Act 2004, HHSRS, and related housing legislation
- Demonstrated experience in enforcement, including serving legal notices and preparing case files for prosecution
- Strong leadership, organisational, and decision-making skills
- Excellent written and verbal communication skills
- Relevant technical qualification (e.g., Environmental Health degree, HHSRS certification, EHRB registration or equivalent)
- Experience working within a local authority, particularly in London
- Knowledge of building construction, damp investigation techniques, and disrepair remedies
- Awareness of tenant safeguarding and vulnerability issues in the private rented sector
